Bad timing for licence decision

Well you have to give the RFL credit for one thing with the Super League licence system - it's a massive talking point. Stadiums, crowds, revenue, geographical expansion are all considerations for the previous and next round of licensing and during spring 2011 we will find out where the RFL is placing it's emphasis for the 2012-14 licences.
That's Spring 2011, a couple of months into the 2011 season one Super League team will know they've effectively been relegated and one Co-Operative Championship team will be looking forward to a period in the top flight.
The timing of the announcement is designed to give the promoted team time to put together a competitive team for the 2012 season. The general belief is that a winter break isn't enough time to put together a team that can step up from the Championship and have a fair chance of mixing it with the established Super League teams, although on this years Super League performance so far I'm sure Brian Noble and the Crusaders might give a few pointers.
But where does that leave the 2011 season, both for Super League and the Championship?
Will a Super League club who have been condemned to their final season in the top flight manage to maintain crowds? Will everyone rally for a final hurrah for their last shot at anything in the top flight for at least two years or will occasional fans drift off without the promise of Super League competition in the clubs future?
Will the club also be able to retain players and keep them interested? Players want to play at highest level they can so will the announcement have players running for the exits or will they be playing out of their skin to put themselves in the shop window for 2012.
Will there be an advantage playing a team at the start of the season as they attempt to back up their application with on the pitch performances as opposed to a deflated post announcement team facing up to relegation? Every point matters and if you have to travel to a team towards the end of the season with falling crowds and disinterested players it’s certainly going to be a different proposition than your rivals may have faced earlier in the season. Consider a Salford or Wakefield team playing out of their skins at the start of the season to show they’re worthy of a Super League place only to them be told they’re out. Surely that removes some interest and deflates some of the clubs spirit – despite the inevitable press announcements and rallying that they will bow out strongly.
And the championship? Without any sort of transfer window the promoted team can bring in players for the following season to help gel them and prepare their team allowing them access to players who would not otherwise consider the championship as a relevant playing field, surely providing them with a better platform to take the honours before making the step up. Also the teams that were hunting licenses and were unsuccessful, can they keep players or will they choose to head for a squad place in a Super League team? After all Widnes, Halifax, Leigh, Barrow and Toulouse will all surely be eyeing that spot depending on who manages to gain honours this.
By taking relegation and promotion away from simple on the pitch merit there is the potential for a big impact on that very on the pitch performance. But will it seriously affect teams with nothing to compete for, will fans start to lose interest without the promise of Super League?

The RFL is giving teams basically a 10 months heads up that they will either be promoted or relegated. This means that the Super League club who goes down will be able to wind down its operation to Champions One level. It will allow them to scale back their spending and be able to be relegated without the same sort of club destroying crunch it would have by finding out it was going to be relegated in September. For the Championship One club that gets promoted, they have 10 months to gain more sponsorship, a better playing staff, better back room staff, and get the club from a semi professional set up right up to as close to Super League standard as possible. This process, which the RFL no doubt hopes will save both clubs from the processes of P&R, isn't ideal. However it is a million times better than the 2 months scramble you would get if things were sorted out "On the pitch". On top of that, with the RFL making the decision, we will not see what we did a few seasons ago when Widnes said they were ready to be promoted, they got all the way top the top of Championship One, told everyone they were ready for Super League, didn't make it, and went into administration the next day! While it doesnt fit into this magical ideal world where P&R actually works, clubs dont die, fans dont leave in droves and the last placed sides get huges, massive, gigantic crowds for the relegation battle, its the best way to have P&R of some sort. I'd personally rather it be done away with all together. We all know how much Leigh, Widnes, Barrow and Halifax would bring to Super League.....nothing at all! Post No: #1 on 25 Mar 2010 at 13:29:58

How can you say Widnes, Barrow & Halifax would bring nothing to Super League? All three clubs are well placed to cement a good Super League presence. In the Championship clubs are restricted to a £300,000 salary cap, so its hard to build a competitive squad with that limit in place, however that limit is in place for a very good reason as Championship rugby does not fetch the same crowds, sponsorship money or TV money as Super League so the RFL do not want clubs to over commit and end up in a difficult financial situation in the Championship. If they make Super League the salary cap is 5 time higher than that of the championship at £,1,600,000. So they will have more flexibility on building a stronger squad, along with increase in attendances, TV money, sponsorship etc. All three clubs are consistently at the top end of the Championship and would all put in a strong Super League challenge with the added revenue streams they would gain access too. However, as the RFL has shown in recent times they quite often think "outside the box", so who's to say that "Super League" won't become a a 16 team competion in the next round of licencing??? My guess would be that Widnes & Toulouse get added to the current SL roster of clubs. And if Super league is to prosper in the longer term, I hope that the RFL can encourage UK based teams to seek entry into the Championship structure at the same time as expanding Super League. Ideally these clubs should be from "non traditional RL" areas of the country, helping to expand the professional game around the UK. This would show that the RFL has real vision for widening the attraction and particpation of the sport at a propfessional level rather than keeping Rugby League " a local sport for local people" as many of the traditionalists woud like to. Lambeth Quin, a vote was taken among Super League clubs recently to retain 14 teams in the competition (after suggestions that it should decrease to 12, maybe even 10). So it will definitely remain as 14 until 2014 at least.

James, yes the SL clubs recently voted to remain as 14 club compettion but if I was a fan of a Championship club with SL asspirations I'd read that as "No one out, no one in" in the next round of licencing. Secondly, eveyone assumes that one will go up, one will go down. However, I haven't seen anything that says thats a definate, just that to be considered you have to have meet a certain criteria.
When push comes to shove I can't see the present 14 changing, the SL clubs will have to bite the bullet and expand the competition. It would be in their long term interests to do so sooner rather than later. Post No: #5 on 26 Mar 2010 at 15:49:34

Expansion is very unlikely - more teams = a smaller slice of the SKY money pie. More likely than expansion is dropping down to 12. The only way the league would expand is if Toulouse and Stade Francais came in with a separate TV deal. As far as I know James is right, the RFL have guaranteed a place for a team that wins the Northern rail cup or competes in a play off final either this season or last.
Added to that the recent vote to stick at the current level of clubs and I would say those with shaky grounds will be worried. So many decades....and even now they are not up to standard. So why on Earth would that change. Do you really think we need to see these teams struggle in Super League...AGAIN.....to see they are not up to playing in the big league....AGAIN? They don't bring a new area into the game, they do not bring any more exposure to the game, they do not bring in new sponsors, new money or a new media market. Should I go on?
